Selling to the Government of Newfoundland and Labrador


The Government of Newfoundland and Labrador spends an estimated $400M annually on a wide assortment of goods, services and construction-related requirements. Acquisitions range from marine ferry services to computer systems, janitorial supplies to plumbing supplies, office furnishings to aircraft components and many other products and services.

The Government Purchasing Agency is the central procurement unit of the Government of Newfoundland and Labrador, with responsibility for managing the procurement process on behalf of government departments. This includes the acquiring of goods and services, guidance on the development of tender specifications, tender evaluation and contract award, and the coordination of joint purchasing initiatives of government departments and other government funded bodies.

The Purchasing Process

All government funded bodies in Newfoundland & Labrador are governed by the Public Tender Act, the Atlantic Procurement Agreement, the Agreement on Internal Trade and the Atlantic Provinces Standard Terms and Conditions. These documents can be found online, as follows:

Accessing Supply Opportunities

On-line Bidding Opportunities

Registration is not required in order to bid on opportunities issued by the Government of Newfoundland and Labrador. Tender opportunities can be viewed online at the procurement website www.gpa.gov.nl.ca/index.htmlor can be obtained by contacting the Government Purchasing Agency. There is no fee for viewing/obtaining these documents.

Some tenders require a bid security, deposit, industry certification or other documentation. Any special instructions will be identified in the tender document.

Other Bidding Opportunities

The Government Purchasing Agency has delegated purchasing authority to departments for low dollar value acquisitions and immediate operational requirements. Departments seek quotes directly from the supplier community and award to the preferred bidder meeting specifications. Educational Events

The Government Purchasing Agency participates in Selling to the Public Sector workshops and information sessions, which are held across Newfoundland and Labrador to help businesses learn more about the public sector procurement process, and to provide an opportunity for networking between public sector buyers and potential suppliers.
